Switches npm publishing from using an
NPM_TOKENsecret to OIDC-based Trusted Publishing by addingid-token: writepermissions, configuring the registry URL, and settingNPM_CONFIG_PROVENANCE. Also pins both CI and CD workflows to Node 22 (up from 18) with explicitsetup-nodesteps, and updates@types/nodeto match.
