Actually include
LICENSEand Proguard configs in the Android flavor.This was supposed to happen way back in aeba1e1 (for #2117), but I messed it up, and I guess Maven doesn't mind if the requested files are missing.
Possibly fixes #8345
RELNOTES=Changed the Android jar to contain our Proguard configs.
