Otherwise, it is extremely hard to use shards for dimensions with irregular sizes (e.g., "time" in a reanalysis dataset).
With this change, a dataset with `sizes={'x': 19}` and `chunks={'x': 10}` can be sharded with `shards={'x': 20}`.
