Update librarian version, relevant changes:
googleapis/librarian#6652
googleapis/librarian#6648
googleapis/librarian#6669
re-generate libraries via workflow.
Then updated librarian version again for change in googleapis/librarian#6669, and regenerated one library manually (gapic-libraries-bom/pom.xml is populated from scratch on each generate run).
Also cleaned up unused librarian.yaml config in 4fe1b17
