refactor: wrap execSync with encoding: utf-8 #293 automerged by dpebot

Now that we do not support winston@2, remove winston@2 instructions and winston@3 specific call-outs.

docs: use https for links

* chore: upgrade to gts 1.0.0 * chore: run `gts fix` * chore: fix `gts check` errors

* build: add new kokoro config for release-please and coverage * build: actually commit the config * fix: do not fail test if nyc did not run

This change will bring this repo into alignment with the other Google client library repos that do not have package-lock files.
