Fix grammar and typographic consistency in manifesto#41

- Correct number agreement: "a compliance programs" -> "a compliance program"
- Hyphenate compound modifiers: "open-ended" and "low-cost"
("low-cost" also matches the existing "low-cost audits" in the same section)
- Use curly apostrophes to match the rest of the document
("here's", "organization's", "it's")
