docs: make runtime intelligence README scannable

Summary

• compress the README Runtime Intelligence Risk Summary section into quick-scan tables
• keep Lab decision ownership, EdgeEnv/AIGuard/Orchestrator boundary markers, and Jetson preservation evidence visible
• mirror the same reviewer-facing structure in README.ko.md and update the scannability test
