docs: add Korean portfolio entry guides

Summary

• point README Korean portfolio labels to dedicated .ko.md quick guides
• add Korean quick guides for portfolio submission, resume/interview, 1-page architecture, and pipeline status
• preserve Lab-owned decision and non-production boundary wording with a doc guard
