Adds HIP-23 documentation to \hacash/doc\ per maintainer guidance (@jojoin on fullnodedev#8): one topic per file, no scattered docs in the dev repo.
No consensus fork — application/integration standard for post-Istanbul DeFi patterns (P1–P5).
