The question marks come directly from the spreadsheet. See row 982, columns C and AA. I think it's some sort of transcription error when handling/converting a single apostrophe mark (i.e. ').
For the Policy Ref docs, we can fix this in the spreadsheet by hand, which will fix this PR. If you can also fix it upstream in the original dataset source, that would be good too (but it's not essential to our work here)
