Change description
Added HOANRef to the bronze appealcase table from the raw.
silver_m1 automaticlaly pulls through.
Use the HOANRef column as the conditional for the caseFlags instead of HORef.
Updated tests and DQ rules for this change.
Testing done
Ran PaymentPending GOLD. Checked flags set when HOANRef is set rather than HORef
