Merges team/LPT-2325-int-tests-fix (integration test fixes) into the SPRDT-870 line.
Also fixes two pre-existing timezone flakes in HearingServiceTest and CustodyTimeLimitCalculatorTest (UtcClock vs system-zone dates).
Verified locally: full IT suite green (239 tests, 0 failures), Sonar quality gate OK.
