Add monitor-only bad-case copy

Findings: none.

Product/architecture judgment: this is a narrow copy/catalog alignment for IP-008 monitor quiet skip behavior. It makes the bad case reusable and public-safe, and it prevents watch lanes from being presented as immediate delivery or user/controller gates. The dashboard change is a helper line inside the ops Budget & Governance panel, not a first-viewport hero/CTA change, so I do not think it triggers the first-screen owner preview gate.
