Use uv package manager instead of pipenv and use the workspace feature to allow packaging serveradmin as two packages "serveradmin" and "adminapi". The "serveradmin" package still depends on the "adminapi" for now. - Use workspaces to split adminapi and serveradmin package - Replace distutils.util.strtobool (removed in 3.12)
