SYS-672 retire logspout, add fluent-bit

Summary of Changes

• Add fluent-bit deployment for container-log aggregation, using the vendor-supplied helm chart
• Remove the unsupported logspout deployment
• Remove reference to the discontinued etcd discovery service (now requires a choice of either running one's own discovery service, or the far easier but error-prone method of providing a list of instance IP-address URIs in an environment variable)
• Fix pathnames in the ntpd ansible role
• Increment kubernetes default verson from 1.34.1 to 1.34.3
• Add min-api-version: "1.43" to docker-daemon.json, as a workaround to a recent mismatch between current versions of docker-ce and cri-dockerd under Ubuntu 24.04.

Why is this change being made?

The old logspout image was years out of date, and no longer compliant with current security recommendations.
