Make sycl_ext_oneapi_reusable_events extension experimental and provide the current implementation status.

Sure, good point. Actually #22639 has been replaced by #22690, which introduces the exact limitations described in the spec. The previous one introduced some additional changes, which I've finally decided not to merge. |
