feat!: ready for rolldown vite

Description

We have already been working on v12 in the main branch.
But, v12 is for vue-i18n v12 and that has some specialized commits, such as related vue-i18n legacy-mode dropping and etc.

vue-i18n v12 is still under development, and there is no release date yet.
Therefore, this PR will create a new v7 v11 branch and release rolldown-vite su
