docs: add Privacy Policy and Terms of Service legal pages

Summary

Adds two standalone legal pages to the docs:

• Privacy Policy → /legal/privacy
• Terms of Service → /legal/terms

Previously neither page existed. Both are set to noindex: true and are intentionally URL-only — reachable by direct link but not listed in the docs.json sidebar.

This is the same content as #500, recreated on a main base because the PR base branch could not be changed in place.

Details

• New files docs/legal/privacy.mdx and docs/legal/terms.mdx, file-path routed to /legal/privacy and /legal/terms.
• The Terms of Service is tailored to docs.page as a free, UK-operated service: a best-endeavours / "as is" disclaimer (referencing the Supply of Goods and Services Act 1982), liability capped at effectively £0 with carve-outs for liability that can't be excluded under English law plus a Consumer Rights Act 2015 carve-out, a business-vs-consumer indemnity split, England & Wales governing law (with Scotland/NI consumer jurisdiction), and a 14-day advance-notice window for changes.
• The Privacy Policy is aligned to UK frameworks: data-rights requests by email only (no public channels), the IDTA / UK Addendum to the EU SCCs for international transfers, and a legitimate-interests lawful basis for anonymous visitors.
