Bump @ioai/rosview to 1.5.4 for npm publish and the v1.5.4 release tag.

Description

• Update package.json and package-lock.json version from 1.5.3 to 1.5.4
• Follows the merged Plot panel improvements in feat(plot): improve topic auto-detect, TF support, and chart UX. #15

Motivation / related issue

main still reports 1.5.3 while v1.5.3 is already published. This version bump prepares the next release after #15.
