wip: use Pinata V3 Files API for CAR uploads instead of PSA#42

switch from Pinning Service API to direct CAR upload via https://uploads.pinata.cloud/v3/files endpoint. this ensures data is uploaded directly without relying on network retrieval. NOT TESTED YET - needs verification with actual Pinata account. breaking changes: - removed `pinata-pinning-url` input (no longer needed) - Pinata can now be used as sole provider also adds `pinata-retry-attempts` input for configuring upload retries.
