Update from code changes: document the flows plugin

Summary

Add a reference page for the new flows plugin (flow-builder capability on top of the editor's Qi Flow engine) and surface it from the bundled-plugins overview and nav.

Changes

• New build-an-oracle/reference/bundled-plugins/flows.mdx modelled on the editor page — feature key, visibility, depends-on, summary, when to use / NOT to use, env vars, full tool surface (discovery, linkage, inspect, authoring, settings, forms), opt-in wiring, and worked examples.
• Updated build-an-oracle/reference/bundled-plugins/overview.mdx to add flows to the at-a-glance table and Browse cards, with a note that it ships in the package but is opt-in (not in BUNDLED_PLUGINS).
• Added the page to docs.json navigation under the bundled-plugins group.

Context

• Source PR: Feat/flows plugin qiforge#214 ("Feat/flows plugin")
• The page emphasises that the agent authors flows and never executes/signs — the user runs the flow in the portal — so readers don't expect transaction tooling here.
• Tier-1 capability prompt is unchanged: flows is on-demand, so by design it is not listed in the Tier-1 block (only always plugins are).
