Polish release archive docs

Summary

• Rewrites release archive card, manifest, and checklist as public archive-status docs.
• Replaces stale candidate, blocker, metadata-alpha, claim-boundary, and personal-path scan language.
• Adds archive-doc consistency checks to the public docs validator.
