Polish v9 catalog implementation notes

Summary

• Rewrites the two v9 implementation notes as public metadata-catalog notes.
• Removes stale decision, alpha-status, payload-blocker, and claim-boundary language from those docs.
• Adds consistency checks so the old v9 note wording does not return.
