[codex] Polish HF release metadata and package smoke

Summary

• clarify generated Hugging Face dataset-card license wording and test it
• add release checklist/docs guidance for matching Hugging Face dataset tags
• package task/data files into the wheel and add an isolated package smoke check in CI

External HF update already applied

• updated the public Hugging Face dataset card wording on main
• added/moved the Hugging Face dataset tag v0.1.1 to the corrected snapshot commit
• verified the v0.1.1 release_manifest.json README checksum matches the updated card
