Add missing filter block to service-bucket lifecycle config

Summary

• Adds required filter {} block to S3 lifecycle configuration in the service-bucket module
• Fixes provider warning that will become an error in future AWS provider versions
• Matches the pattern already used in cloudtrail.tf and state/main.tf

Folded into #19 — module-only changes don't trigger platform CI, so required checks would never pass.
