Groups are created dynamically by the team provisioner from groups.yaml and team YAMLs. Hardcoding them in Terraform conflicts with the provisioner and can't handle team groups that are created on the fly. Note: existing groups in state need terraform state rm before apply.

## Summary Cognito groups are created dynamically by the provisioner from groups.yaml and team YAMLs. Removes the hardcoded `aws_cognito_user_group` resource and uses a `removed` block to drop existing groups from state without deleting them from Cognito.
