Fix SSO account assignment — wait for async completion#31

create_account_assignment is asynchronous. The Lambda was firing and forgetting, so assignments appeared to succeed but never completed. Now polls describe_account_assignment_creation_status until SUCCEEDED or FAILED before returning.

create_account_assignment is async. Lambda now polls until completion instead of fire-and-forget.
