…ols. We previously needed to override `CUDA_ROOT` in order to be compatible with MLIR's compilation passes, but this should no longer be needed since we have replaced these passes with `gpu_to_assembly.cc` and `assembly_to_binary.cc`. PiperOrigin-RevId: 925365896
