Seems to be necessary to test jenkinsci/jenkins-test-harness#1135 via PCT hook, in order to pick up jenkinsci/maven-hpi-plugin#846 / jenkinsci/maven-hpi-plugin#848, as opposed to jenkinsci/bom#6131 which is just adding to PCT args.
