Adds .github/workflows/deploy-to-prod.yml — manual (workflow_dispatch) govern8-gated prod-blue deploy calling the shared reusable workflow 8x8/vo_meetings_jaas_ci_cd deploy_prod.yaml@master (chart: rtc-visualizer). Dormant until triggered. Part of the JIT-15941 govern8-on-prod-deploys rollout.
