Dependency-refresh releases are patch bumps, not minor. The v2.1.0 release was cancelled mid-build and its partial release and tag were deleted; this commit re-targets the same dependency updates (now also including bollard 0.21.0 from #48) as v2.0.1 and switches the auto-release workflow to patch bumps going forward.
