Add a traceparent flag for Azure request correlation

Summary

• Adds a global --traceparent flag for CLI requests.
• Accepts an explicit W3C traceparent value or generates one when the flag has no value.
• Validates traceparent values before token creation or request execution.

Validation

• go test -v -short ./src/...
• go build ./src/cmd/rest
• golangci-lint run --timeout=5m --new-from-rev origin/main ./src/...
