docs: remove internal working notes and align gate docs with reality#256

- drop internal dev documents from the tree (root jobs log and the typecheck debt ledger, which reached zero and became historical); gitignore both paths so they cannot be re-committed - remove references to gitignored internal paths from docs and comments - DEVELOPMENT.md: typecheck is a required blocking gate (not advisory), required-checks list now mirrors config/github/required-checks.json (Node 24 canonical, Node 20 contexts retired), workflow inventory now covers all 14 workflows, ToC gains the two missing sections - README.md: Node CI badge now matches the actual 22/24 matrix - workflow/script comments: drop unresolvable internal plan IDs
