TL;DR

This is an automated release PR bumping the SDK version to 0.8.4 and updating development tooling configurations.

Why we made these changes

To publish a new patch release of the Python SDK, incorporating a minor internal fix that updates the ruff linter's target Python version.

What changed?

• .release-please-manifest.json: Updated with new version numbers for the 0.8.4 release.
• CHANGELOG.md: Added an entry for version 0.8.4 detailing a chore fix for the ruff target version.
• pyproject.toml: Incremented the project version to 0.8.4 and raised ruff's target-version from Python 3.7 to 3.8.
• src/kernel/_version.py: Updated the internal version string to 0.8.4.
