• promote Zero Workflow to a Codex-native plugin with shared Skills for Codex and Claude Code
• move the R1-R8 report pipeline under the zw-report Skill and add runtime safety/review contracts
• add portable installers, Windows-safe compatibility aliases, public documentation, MIT licensing, validators, and CI

Verification

• runtime/package/public-safety validators pass
• all 10 Skills and the official Codex plugin validator pass
