💡 What: Extracted onEndReached and renderIncidentItem into useCallback hooks, and also wrapped openIncidentDetails in useCallback.
🎯 Why: To prevent unnecessary re-renders of the FlatList component and its items by providing stable function references on every render cycle.
📊 Impact: Reduces unnecessary React Native component allocations and re-renders for list items, especially when scrolling or when parent state changes.
🔬 Measurement: Verify list scrolling is smooth and unnecessary renders of list items don't occur when unrelated state changes.
