💡 What: Added role="dialog", aria-modal="true", and aria-labelledby to the motion.div modal container in the AnnouncementPopup component, and gave the modal's title an id="announcement-title" to link them.

🎯 Why: To improve semantic structure and accessibility for screen readers, and to clearly define the boundary and purpose of the pop-up content for search engine crawlers parsing the DOM structure.

📊 Impact: Ensures the modal popup is recognized semantically as a dialog by machines rather than just a generic div, complying with accessibility and technical SEO best practices.
