Catches up the bundled snapshot after the May 17-19 pipeline pile-up.
Picks up:
- MAL-082 SmartLoader/StealC (rules#51, merged today)
- Plus everything else canonical that wasn't synced because the prior
three sync PRs (#238/#239/#240) all hit the 30-min CI timeout.
#242 (timeout bump 30→45 min) is now merged on main, so this PR's CI
should have headroom to complete.
