Release v0.31.8: the lager uninstall modernization from #116 (complete artifact removal synced to the modern install, honest privileged session, authorized_keys revocation, --keep-config with --all, accurate dry-run). Version bump + CHANGELOG date + release notes page + docs nav. SECURITY.md unchanged (0.31.x already latest).
