Add BRO geotechnical borehole layers

Adds 2D and 3d layers for BRO geotechnical boreholes.

• 2D borehole overview extends GeoJSON layers and render points as circle
• 3D borehole layers extends 3DTiles layer. Boreholes show a vertical Depth Scale in NAP when clicked.

• Double check if vertical exageration does net mess up other layers.
• What BRO properties to include?
• Bin report_date by year in generation
• Reconsider BRO properties and their key names for exported GeoJSON and 3D Tiles datasets
  • Reconsider hard coding keys
