Updating to libplctag core v2.6.12

I needed some of the changes from the newer version of libplctag so I updated this package with the latest binaries. I thought it could be useful for other people so I'm opening this pull request.

This PR updates the packaged libplctag binaries to the latest upstream release (v2.6.12).

Summary of changes:

• Updated all native binaries to libplctag 2.6.12.
• Removed the Windows ARM 32-bit binary, which upstream no longer provides.
• Updated the signature for plc_tag_unregister_logger() - the function no longer takes a parameter.

This builds successfully and tests on my end behave correctly with the new binaries.

The change to unregister_logger looks good.
I'll add the binaries at my end, are you able to remove them please?
