Hardcode origin/ prefix in check_breaking_changes.sh since GitHub Actions checkouts have remote tracking branches but not local branches. Users can now pass just 'main' instead of 'origin/main'. Co-Authored-By: roachdev-claude <roachdev-claude-bot@cockroachlabs.com>

Add || true to handle empty grep results when CHANGELOG.md is unchanged in diff mode. Include test case for empty CHANGELOG and remove output redirects from test scripts for better debugging.
