fix(ci): bootstrap unpublished self-host dependency

Summary

• Bootstrap the last published Lutest dependency only when the configured tag is not available yet.
• Keep the complete quality workflow running during the release publication window.

Why

• The CI push to main can begin before the release workflow creates the new tag.

Validation

• Verified the published-tag path against v0.7.0.
• Simulated an unavailable tag and confirmed Loom resolves the previous published tag.
• Pre-commit typecheck and test suite passed.
