Raising apps/server to go 1.25.0 without also updating go.work leaves the repo in an invalid workspace state: from the repo root, go test ./... now errors with module apps/server ... requires go >= 1.25.0, but go.work lists go 1.24.0. This also impacts CI because .github/workflows/ci.yml configures Go from go.work (go-version-file: go.work) and then runs root-level go test ./apps/cli/... and go test ./apps/server/..., so the test job can fail before running tests.
