Align workspace Go version with module Go version

Setting apps/server/go.mod to go 1.25.0 without updating the workspace version causes root-level Go commands to fail immediately: go test ./apps/server/... errors with module apps/server listed in go.work file requires go >= 1.25.0, but go.work lists go 1.24.0. This blocks the CI workflow because tests are run from the repo root with go-version-file: go.work, so the dependency bump cannot be validated.
