Holding this alongside #161: these dev-tooling bumps include eslint-config-next 16.x, which is part of the in-progress Next 16 migration track. Recommend landing it together with the Next 16 migration (#161) so the lint setup is fixed in the same pass, rather than in isolation while the app is still on Next 15.
