🧹 Refactor ApplyFamilyTemplate method to use a data dictionary

🎯 What: The ApplyFamilyTemplate method in BiomeMatrixBootstrapAuthoring.cs was refactored to use a data-driven approach instead of a massive switch statement.
💡 Why: The original function was 313 lines long, heavily nested and hard to read. Extracting the data into a static dictionary makes the logic concise (about 30 lines) while separating the data structure, significantly improving maintainability.
✅ Verification: Ran project validation sweeps (RunAssetStaticValidators.py and RunFullVerifySweep.py). Verified logic and structures with exact code checks. No regression in function output.
✨ Result: Reduced cyclomatic complexity and created a much cleaner, maintainable ApplyFamilyTemplate method.
