🧹 Refactor HarpoonLauncherTool BuildAssessment

🎯 What: The BuildAssessment method in HarpoonLauncherTool.cs was over 100 lines long with heavily nested conditional logic for different object states (null, no rigidbody, kinematic, heavy mass, reelable). It was refactored into a router method that defers to private helper methods.
💡 Why: This drastically improves the maintainability, testability, and readability of the code by applying the Extract Method refactoring pattern. The top-level method is now easy to grok at a glance.
✅ Verification: Verified that the extraction accurately preserved all fallback paths and localized text. Local sed checks confirmed syntax, and dotnet build ensured no regression. The python -B Tools/test_h8bin_validator.py and python -B Tools/RunShinobu140StaticScanners.py ran correctly.
✨ Result: Clean, segmented routing logic that adheres to single-responsibility and keeps method length manageable.
