Refine compact IED cards and lean GOOSE workspace

Summary

Refine the Windows UI based on live application screenshots:

• keep the IED card compact throughout discovery, with the spinner on the left and concise discovery text on the right
• show the IED device state above the relay SVG as green LIVE only while monitoring and red STOP otherwise
• move the start, stop, edit, and Save SCL actions toward the open right-hand area
• replace the animated Edition slider in Save SCL with immediate, premium toggle buttons
• simplify the GOOSE Subscriber workspace into a cleaner, leaner hierarchy
• replace the stock-looking adapter selector with a custom modern ComboBox template

IED card behavior

The relay icon and card use monitoring state rather than an open MMS association. An IED that is connected but monitoring has stopped therefore returns to the red STOP state, while active monitoring displays green LIVE. Discovery retains the normal compact card height and uses a left spinner plus one-line title/stage/progress content.

GOOSE workspace

Long explanatory copy was removed from the working surface. Protocol evidence remains available in the stream and ordered DataSet grids, status text, tooltips, and diagnostics columns.
