Prepare ARSVIN v0.3.1 release

Release purpose

Prepare ARSVIN v0.3.1 from the current main after the shared-engine transition. This is the first patch release built with hardened tag-only release governance, warning-free quality gates, application-only CycloneDX SBOM, exact Inno Setup toolchain pin, GitHub artifact attestations, and one shared production IEC 61850 engine assembly.

Changes

• Bump centralized VersionPrefix from 0.3.0 to 0.3.1.
• Close all completed hardening and shared-engine work under 0.3.1 — 2026-07-12.
• Record the truthful full-engine coverage baseline and the tested protocol-core regression baseline separately.
• Preserve a clean Unreleased roadmap for physical source relocation, broader tests, HTML documentation, and Authenticode signing.

Required validation

• CI: warning-free Publisher and Subscriber builds, 26 tests, protocol-core 50% coverage floor, dependency vulnerability checks, and website validation.
• CodeQL: warning-free full-solution build and analysis including ARSVIN.Engine.
• Release validation: portable Publisher/Subscriber, Inno Setup 6.7.1 installer, application-only CycloneDX SBOM, silent install/uninstall, checksums, and private workflow artifact.

After merge, tag v0.3.1 must point to the resulting main commit. The tagged workflow will publish release assets plus provenance and SBOM attestations.
